Zafer BENLİ

Chairman of the Board

He was born in Sivas in 1968. He graduated from Gazi University, Faculty of Economics and Administrative Sciences, Department of Public Administration in 1992. He is currently continuing his master's degree in the Department of Labor Law and Social Security Law at Gazi University, Institute of Social Sciences. He started his civil service as Assistant State Personnel Expert at the Prime Ministry State Personnel Department in 1994. He was appointed as State Personnel Expert after preparing his specialist thesis on the Organization and Duties of the Central Administration in TÜRKİYE, which included a proposal for a new model for public administration within the scope of the "Restructuring of the State" studies in 1997.

He was assigned to initiate and carry out the establishment, human resources, organization and secondary legislation studies of public procurement at the Public Procurement Agency in 2002. After completing these studies, he was appointed as a Public Procurement Expert in the same year. He attended trainings on European Union procurement practices at the University of Nottingham in England in 2004 and in Italy in 2006. He reviewed and concluded over 400 complaints made to the Public Procurement Agency regarding tenders and these decisions were published in the Official Gazette.

He was appointed as the Minister's Advisor to the Ministry of Energy and Natural Resources on 27.09.2007 and as the Deputy Undersecretary on 23.09.2008. He is currently serving as the Deputy Undersecretary in the same Ministry.

In addition to this duty, Zafer BENLİ also served as the “Board Member” (2009-2011) in the General Directorate of Soma Electricity Generation Inc., “Board Member” (2011-2017) in the General Directorate of Electricity Generation Inc. (EÜAŞ), “Board Member” (2017-2023) in the General Directorate of Turkish Hard Coal Enterprises (TTK)

Additionally;

He continues to serve as the Chairman of the Board of Directors of the Coal Enterprises Inc. (KİAŞ) (2017-present), Chairman of the Board of Directors of the Turkish Electricity Industrialists' Association (TESAB) (2023-present), Chairman of the Board of Directors of the Turkish Public Enterprises Association (TKİB) (2023-present). He was appointed as the Director General and Chairman of the Board of Elektrik Üretim A.Ş. on 18.07.2023. Zafer BENLİ is married and has three children.
