Necati YAMAÇ, PhD

Vice Chairman of the Board

He was born in 1973 in Trabzon/Şalpazarı. He graduated from Ankara University, Faculty of Political Sciences, Department of Public Administration in 1996. He completed his Master's Degree in Management Science at the University of Exeter, United Kingdom in 2007. He completed his PhD at Hacettepe University on Nuclear Safety Culture.

Between 1997 and 2010, he worked as Assistant Specialist and Specialist at the Prime Ministry.

In 2010, he started to work at the Ministry of Energy and Natural Resources, Department of Foreign Relations. In the 16 years since 2010, he has worked on issues related to nuclear energy and nuclear energy projects:

• In 2011, he became founding Head of Nuclear Energy Project Implementation Department,
• From 2015 to 2018, he was Deputy Undersecretary responsible for nuclear energy,
• In 2018, he was appointed as the Director General of the General Directorate of Nuclear Energy, established in the same year.
• Between 2019-2021, he served as the Second Chairman of the Board at the newly established Nuclear Regulatory Authority.
• Since 2021, he has been serving as the CEO of Türkiye Nükleer Enerji A.Ş. (TÜNAŞ), Türkiye Nuclear Energy Company, formerly known as EUAS International ICC.

During his tenure at the Ministry of Energy and Natural Resources, he led different projects including:

• Conducting negotiations on nuclear power plant projects,
• Preparation and development of a national nuclear energy strategy and a nuclear energy infrastructure program,
• Preparation and implementation of short-,medium- and long-term strategies for maximum involvement of domestic industry, technology, R&D and human resources in the nuclear energy sector, increasing local industrial capacity to comply with technical standards used in nuclear power plants,
• Establishment of a nuclear institutional architecture,
• Preparation of fundamental legal regulations and policy documents related to nuclear power plant projects and nuclear energy by adapting world practices into local circumstances and administrative structure,
• Finalizing all works, transactions and procedures related to public institutions and organizations, universities and the private sector in the implementation of nuclear power plant projects in accordance with the project schedule,
• Preparation and implementation of a communication strategy on nuclear energy.

As the Vice Chairman of the Nuclear Regulatory Board, he worked on the licensing of nuclear facilities, radiation facilities and radiation applications, as well as secondary regulations.

He also served as a member of EUAS International ICC Board of Directors and TAEK Advisory Board.

He participated in trainings organized by the International Atomic Energy Agency in Vienna and Argonne National Laboratory in Chicago, USA: "Leadership and Management in the Establishment and Development of a Nuclear Energy Program", "Nuclear Energy Project Management, Nuclear Legislation and Radioactive Waste Management", "Development of Nuclear Energy Program Infrastructure".

He has published books in Turkish and English: "Half a Century Journey of Türkiye for Nuclear Power Plant-With Recent Developments and Frequently Asked Questions"

He is fluent in English and has intermediate knowledge of Russian.
